the whole point of an electrochemical cell is that there is a transfer of charge from one side to the other, thats how batteries work! It is possible to have a cell with no e- transfer and therefore E = 0, however that would only occur if both electrodes were the same in which case it would not be a cell, so the only answer acceptable is C.
