All Troys need the wake-up call! The project knows, but does not care, often: lack of sincerity, lack of energy in the direction of loyalty to the overall cause! That kind of motivation has to come from leadership!
I don't know enough about Troy to comment but - if test cases were doctored on a project, perhaps only the person who did the doctoring would know - if someone else did happen to know, the proper thing would be for that person to bring it to light, of course.
