It's a real condition and will cause you to regress or even lose muscle. This is something all athletes have to worry about, but a condition bodybuilders and powerlifters are especially concerned about because it means losing muscle mass.
It's not really uncommon to have this happen sometimes. Most people find out when they're overtraining at some point as they find their limits. Usually, it only takes some rest and recovery time to get past it, as well as some adjustment to workouts.
